Is plug-in solar legal in New Jersey?

Not yet, but it is signed. N.J. P.L.2026, c.82 (S2368, 2026) takes effect March 1, 2027. Until then your utility's rules for small customer generators apply, so ask before you plug in. From that date, the law allows one plug-in system up to 1,200 W of maximum power output, plugged into an ordinary outlet. No utility notification and no interconnection fee. HOAs, landlords (where the tenant pays for electricity, on 14 days' written notice) and municipalities cannot prohibit it. The device must be safety-certified to UL 3700 or a similar standard.

Our kitsUnresolved asks for whole-kit UL 3700

Before you buy for New Jersey: The law names UL 3700, a comparable standard or a combination of standards addressing plug-in safety. We have not established that our complete kit qualifies. An inverter certificate or being below the wattage limit does not settle it. Read the cite and decide with that in front of you.
