Is plug-in solar legal in Vermont?

Yes. Vermont's plug-in solar law, 30 V.S.A. §§ 201(9), 256 (2026 Vt. Acts No. 149), has been in effect since July 1, 2026. The law allows one plug-in system up to 1,200 W of combined inverter capacity, plugged into an ordinary outlet. The whole system must be certified to UL 3700.

What the statute says

Cap1,200 W of combined inverter capacity.
SystemsCounted per electric meter.
Utility notificationNot required by the statute.
Interconnection feesNone: the utility cannot charge an interconnection fee.
Local permitThe statute does not settle it. Check with your county or city before you mount anything.
ElectricianNot addressed by the statute.
HOACannot prohibit a certified system (27 V.S.A. § 544 (as amended by 2026 Vt. Acts No. 149, Sec. 4)). The preemption is keyed to certification, so it does nothing for an uncertified kit.
LandlordA tenant gives at least 10 days' notice; the landlord has 10 days to respond with reasonable restrictions, and silence is consent. Whether a landlord can refuse outright is unresolved on the text. Electrical work still needs the landlord's permission; plugging into an existing outlet does not.
Net meteringNot eligible: power you export earns nothing, so size for what you use in daylight.
Certification namedUL 3700, whole system.
